User attempts to add a fund in Define/Start Budget Projection
Fund check boxes are grayed out in Fund Checklist screen
User is expecting to be able to select funds for projection

2021.1 or higher
Cause
Update was not selected
Resolution
Click Update in ribbon before selecting funds
