Editing task assignee shows username as UserId

Description of Issue

The list of assignees is loading the first 50 users. If the assigned user is not in the first 50 users, the UserId displays instead of the name.

Development is tracking this under T311-7899 and the fix will be released in a future ESR service pack

Workaround: Manually key in the assignee name
