Found no active based on other services with that service code and sequence combination.

I am trying to update the Based On Other area on a service type based on other and getting the following message: Found no active based on other services with that service code and sequence combination. 

• UBCIS

• Service Based On Other 

• Service Code

• Sequence

The Start Date of the metered service needs to be the same or before the start date of the Based On Other Service.

Advised setting the start date of the metered service to be on or before the start date of the Based on other service on the account.
