ESR requests that create an EAM Service Request do not show a reference number when converted to a work order in Work Order Management and Field Work

Install MUN-435619 once it's been released

Workaround: Add a default activity code to the Request Types in Citizen Request Settings to have the ESR request automatically create a work order
