Getting error when update Sufficiency on the Deduction and Benefit Master screen

I am getting the following error when updating the Sufficiency option on Deduction Master: Included/excluded deductions must be coded as MANDATORY or ARREARS.

• Enterprise ERP

• Deduction and Benefit Master

Deduction is pre-tax or excluded from other deductions in the Payroll Exceptions

Cannot change the Sufficiency.  Otherwise, would need to delete the Payroll Exception(s) that includes this deduction.

1. Review in Payroll Exceptions in Payroll > Payroll Administration > Payroll Setup

2. Click Search > Accept 

3. Can scroll through to find any records where this deduction falls within the From and To Exception Ranges.
