Exemptions set to exceed the minimum tax percent are not exceeding it

When an exemption code is set to Allow exemption to exceed max percentage, the exemption is instead limited to the minimum tax amount, usually ten percent.

Exemptions that should exceed the max exemption amount are being limited in Abatement Entry to bring the taxes to 10 percent of the maximum.
