HTML: Command Button to Capture Text from Attachment is not active for user when uploading attachment in Viewer

Description of Issue

The Command Button to Capture Text from Attachment is not active for user when uploading attachment in the HTML Viewer to save into Content Manager

Context

Cause

A user must have RWC permissions or greater to the attachments types they are working with. For example, MU_ACCESS_READWRITE, or MU_AP_RWC
Usable on tiff images ONLY
Button will become active after the attachment is saved into Content Manager

Verify User permissions
How to identify Munis roles linked to TCM permission groups by User
Verify attachment being saved is tiff
Verify attachment is saved to Content Manager
