EProcurement Error selecting destinationURL from site configuration file

Site upgrades from 11.3 version of EERP to 2019.1 and higher and receives this error when selecting a vendor to shop online: Error selecting destinationURL from site configuration file

EProcurement requires VSS in order to function. 11.3 versions and lower VSS was rolled into Munis Self Service(MSS) as one URL. Once upgraded to 2019.1 and higher VSS now has it's own URL. If a site does not purchase Vendor Self Service the upgrade process does not install VSS which prevents EProcurement from functioning

TSM or TSM SaaS teams will need to work with the site to install VSS in their environments
