Why does Account Inquiry display a negative amount for Actuals?

Account Inquiry
Actual Memo (Transition Type 1)
Negative
Credit
Cause
Actual detail when summed is credit amount and this would display negative on an Expense account increasing available budget
Actual Memo is a sum of all of that fiscal year's posted transaction type 1 actuals plus any unposted proof
Resolution
Site should review transactions against account to determine if any adjusting entries are needed or if this is correct amount for listed detail.
