Bills Found with Unposted Transactions Life Cycle 30

When processing Apply Credits/ Deposits a window pops up and indicated the user that there are bills with unposted transaction. Users try to delete the batches the bills are apart of, but the batches are in Life Cycle 30 and can not be deleted.

Some of the bills selected to be processed are part of an unposted transaction or batch. This could be due to a concurrently or interrupted process.
