Prelim taxes are calculated based on half of last year's AR.

Development and Support are researching.

As a possible workaround, prelim taxes can be calculated using current assessment times last year's rate which will bypass the spinning behavior. If this is not an option available for your site, please contact Tax Support for assistance.
