Vendor Access not creating approval records for VEA and VEU business rules

When VEA and VEU business rules are created any changes to a Vendor in Vendor Access during Registration or Login and update are not launching the business rules for approval. The Vendor Change Sets are automatically approved and Status stays as Current on the vendor.

Install MUN-437115 when available on Tyler Deploy.
