Export Handheld process is ignoring the district and route range for final reads

When defining the Export Handheld process with Export Finals only, the program is ignoring the district/route range.

When the Export Finals only field is checked off in Export Meter Reading File program.  The program ignores Route/District/Account and looks for metered services that are flagged as Move to Final and have a stop date that falls within the stop date range defined in the export.
