Create Prelim Taxes calculating taxes based on the parcel from 2 years ago

Create Prelim taxes is calculating tax amounts incorrectly. Instead of using last year's AR, it uses the AR from the two year old parcels.

This issue likely stems from an update that was applied to correct a similar calculation error in preliminary taxes under MUN-460303.
