Include inactive project strings is not selected when generated through copy project in Project Master

Project budget package that was generated from copying a project does not have "include inactive project strings" selected

When copying a project and selecting "copy existing budget package" the newly generated project budget package does not have the "Include inactive project strings" option selected when the original projection had it selected
