Build Current Year Elections selecting No to regenerating in progress records stops the whole progress

Description of Issue

When we go to run the Build Current Campaign Elections to restore the display of benefits enrollment, we are giving a prompt that asks if we want to regenerate for records that are also in status IN PROGRESS, we select NO and the whole process is cancelled, why?

This is a product defect

Resolution

This will be resolved under work ticket MUN-410491
As a work around, we recommend to select YES to allow the Build Current Campaign Elections progress to continue
