Update of payroll detail is not allowed error in Next Year Budget Entry

When attempting to update or add budget detail on an account in the Next Year Budget Entry program, the following error occurs:

Update of payroll detail is not allowed

Budgeting

General Ledger

This error occurs when your site's Budget Settings do not permit payroll detail to be updated.

1. Go to Financials>Budget Processing>Budget Settings
2. Click Update
3. Turn on the Allow update of payroll detail records
4. Click Accept
5. Close the Next Year Budget Entry program
6. Once you reopen the program, you should now be able to update/add detail
