Personnel Actions built before the upgrade to 2020.3 are not working correctly after upgrade

Description of Issue
We recently upgraded our TEST environment to 2020.3 from 11.3 and we are noticing our Personnel Actions are not posting correctly
Context

Cause
This issue stems from the rewrite of Employee Job/Salary and the addition of Effective Dated PaysÂ
Resolution
It is a requirement that prior to your upgrade from Munis version 11.3 or 2017.1 to version 2018.1 and higher that you post or delete all Personnel Actions
