Changing vendor on Contract produces error when releasing

After changing the Vendor on a Posted-status Contract, clicking Release produces an incorrect message: 

This change order does not reflect any changes for the contract and will not be released.
If no further updates are necessary, this change order can be deleted.

• As a work around, modify another field–such as the Description field–to allow the change order to be released
