Manual adds prior to the 1st instance of a pay's effective date in Employee Job/Salary cannot be manually added

Adding this record through a Time Entry Import will allow a pay to be added with dates prior to the pay Effective Date in Employee Job/Salary.

Versions 2020.1 and up will allow the manual add
