Journal field wasn't populated after keying year/period 

Budget Transfers/Amendments

Journal Number Control was not setup for the year/period that the entry is being keyed to.

Review How to set up Journal Number Control to add the required Journal Number Control record for the year keyed on the entry. 

This error can also occur due to a record lock.
