Missing City town code not found

Trying to import MV excise file from RMV and getting message "missing city/town code not found"

MUNIS 11.3

City town code needs to be populated in two places

PROPERTY TAX BILLING>NORTHEAST>MASSACHUSETTS>ASSESSOR SET UP> TAX SETTINGS. Check the number listed under the general tab called TOWN CODE. If that is incorrect. Update and change town code. 

Then go to 

PROPERTY TAX BILLING>NORTHEAST>MASSACHUSETTS>MOTOR VEHICLE EXCISE>SETUP>CITY/TOWN CODES -  ADD a new code so that it matches the town code above in TAX SETTINGS
