A known defect is causing an issue when attempting to update or remove a Grant from a Funding Source String

Master work ticket, MUN-409499, has been sent to development for review.

• Initially the change set for the funding source is set to Approved if no workflow exists, and the error occurs when attempting to click Process Approved.
• If users have Change Set workflow, the error occurs when attempting to approve the final step of workflow.
