Install correction for your Munis version as follows: 

• Version 11.3.23 MUN-398342
• Version 2018.1.27 MUN-398346
• Version 2019.1.21 MUN-398350

Work around:

1.  Place the cursor in the row listed in the error and select Delete in the top ribbon
2. Select Delete in any row that is showing with an Overlapping Row Error until fields are clear
