Can ExecuTime Holiday worked rules be applied to only a certain number of hours?

Is there a way to setup a Holiday Worked Rule to only give 4 hours of holiday worked time when only 4 hours of another pay are worked?

When employees work 4 hours on a holiday they are eligible for another 4 hours of holiday worked time.

The individual rule from a Rules Engine cannot be restricted to apply to only a certain number of hours outside of what is defined by the Start/End time of the rule.
