Non Cash pay Triggered from Pay Type Limits for Election Workers is not adding to Deduction Gross for Taxes

We have some election workers in the payroll that hit the 2200.00 limit so the non-cash pay code pulled in to tax on the previous 2200.00 they were paid, however that 2200.00 is not being accounted for in the tax calculations.
