If a new employee pay period record is created after an approval step is completed subsequent approval steps cannot be completed

Description of Issue

If employee time cards have had approval steps completed and a new employee pay period record is created (in this case due to an employee integration job), subsequent approval steps cannot be completed as they are associated with different employee pay period id's.
