Description of Issue
User wants to enter grant budgets to show in YTD Budget Report as Original Budget, not as an adjustment, and without having to use a budget projection.
Establish original budget with a budget amendment.
Fund is MY LTD and accounts have not previously had Original Budget established.
Create a BUC instead of a BUA in Budget Transfers and Amendments.

Resolution
If no Original Budget exists (including 0 amounts hard posted by a budget projection) for an account tied to a Multi-Year fund, an entry can be made in Budget Transfers and Amendments program.
