TSDS Staff Payroll - Organization missing leading zeros

We Generated and then browsed the Payroll Records and we noticed that the TSDS Organization column was missing the leading zeros

The Period Record data is formatted in accordance with the Ed-Fi file layout in order to show you exactly what will transmit and the file layout prohibits the leading zeros.

The transmission would fail if the leading zeros were not dropped.
