Why are BUA entries not allowed in period 13?
Only periods 1 through 12 are valid when entering a BUA

Cause
Periods 1-12 are valid for BUA entry, these periods are available in Last, Current, or Next year and will not be restricted by months being closed as long as the user in question has permission to post prior to or beyond the default period.

Periods 0 and 13 are reserved for auditing entries, this is typically reserved for Actuals, but occasionally includes Encumbrance entries as well.
