Description of Issue
During a transaction, a citizen receives a failed error stating
Error 89: Credit Floor

Cause
This is a form of decline. The error occurs when Payments receives a response from the card issuer that the requested funds were not available.
Resolution
The citizen needs to contact their bank or card provider to discuss, or use another form of payment.
