Description of Issue
Payment Entry not allowing access to the Waive column when filling out the Apply Payment screen.

Resolution
AR development is currently researching the issue. There is no workaround within Payment Entry but the fee can be separately adjusted off of the bill using a bill adjustment program until this issue has been resolved programmatically.
