If an entry is logged via any means for 0 hours that utilizes a clock in and out pay code it is incorrectly marked as continuous which can cause problems during the MTP process

When sites are set with a Daily Export Aggregation, some entries are being exported with an incorrect start date and are being excluded from the import. We can expand the dates in payroll to pull in the entry but looking at the timecard, this does not appear to be tied to the start date given.
