Description of Issue
Unable to change the Buyer listed on a Bid
Context
Bid Management
Cause
Once a bid is in the Awarding phase, the Buyer is not able to be updated
Resolution
Leave the current Buyer on the bid until it is closed
Or
Cancel the current bid and create a new one with the correct Buyer
