Enterprise ERP Programs Showing E For Attachment Count - Single User

A user is trying to view attachments in Enterprise ERP such as applicant attachments through Applicant Central. The attachment paperclip has a yellow e next to it and they cannot load any documents. The user should have access to this per the roles they are assigned.
