Project Ledger Budget Import - Imported string amounts do not default to Funding Source natural balance

Imported positive budget amounts for funding source string and they did not default to negative credit for the projection

Work ticket MUN-308319 is open with development.

Load work ticket MUN-308319 once it has been released.

Workaround: 
Ensure import file has credit negative amounts for funding source strings

Manual entry does not allow positive debit amounts on Funding Source strings in Project Budget Package Entry, it defaults to negative.  Project Ledger Budget Import should enforce the same default.
