Project Year End Close - Budget Transfer not generated when a PAJ has been posted to the first day of the new year

Project Settings Annual projects at year end setting is set to Roll Encumb and Remaining Avl Budget as Budget Transfer

Budget Transfer (PAJ) is posted to project string in year after project year to be closed with effective date of first day of the year after the project year to be closed

The work ticket MUN-481929 is currently open with Development to address this issue

The current workaround is to manually roll budget amounts forward, posting one PAJ to the last day of the Project Year that was closed, and a second to the first day of the new Project Year
