Transfer a meter from one service code to another existing service on the same account

Cause

Wrong Meter on account. 

Resolution

Steps to swapping meters that are currently connected to an account are:

1. Remove Meter on account A 

2. Replace Meter on account B

3. Connect Meter on account A

Site can attempt in TRAIN first if desired
