Removing permissions and menu access to Project Accounting when not in use by site

Description of Issue

Site does not use the Project Accounting module at all but some roles have Project Accounting menu access and permissions. They would like to remove the module permissions from existing Munis roles.

Resolution

If users do not use Projects/Grants/Project strings, it is fine to completely remove the Project Accounting module from their menu access.
