Navigating to an AWS non-production ESS URL is give a '503 Service Unavailable' error.

AWS non-production server harnessing prevents the page from loading.

Navigate to the non-production Hub URL to bring servers back online. Once the Hub page loads, the non-production ESS URLs should be accessible.
