An error occurred during the transfer of the Receipt balance Process canceled within Transfer of Payments

Receiving the error message An error occurred during transfer of the Receipt balance. Process cancelled. in the Transfer of Payments program while attempting to transfer a payment.

• Property Tax Billing 
• Community Development 
• Utility Billing 
• Transfer of Payments (arrecinq)

Caused by attempting to transfer payment off of a payment plan.  Payments made on payment plans cannot be transferred as the payments have already been transferred to the underlying bills, so they cannot be transferred again.   

Payments made to Payment Plans cannot be transferred, instead, the payment must be reversed and re-entered with correct amount to the correct bills.
