Description of Issue

Upgrade to v2023.3.1 failed in Tyler Deploy

The following error was found in the Time and Attendance application log:

Caused by: liquibase.exception.DatabaseException: The DELETE statement conflicted with the REFERENCE constraint "f_event_rule_2". The conflict occurred in database "ET_test", table "dbo.event_rule", column 'event_id'. [Failed SQL: (547) DELETE FROM event WHERE event_id = 7]
