Can log into Tyler Cashiering and take non-misc. payments.
Access misc. payment types and no charge codes appear.

Resolution
In Munis, verify that the wsuser is active and has full AR code access under System Administration>Security>User Attributes.
In Munis, verify that the user making the payment in Tyler Cashiering has the necessary AR role access under System Administration>Security>User Attributes.
In Tyler Cashiering, verify that the misc. payment type in question has either a blank External Collection Reference OR populated with a Munis AR code under Setup>Payment Types.
