Description of Issue

Logging into Okta, all users get the error: OKTA 400 Bad Request

Your request resulted in an error. User linking was disabled.

Identity Provider: OIDC, Error Code: access_denied

Error: User linking was disabled

Cause

After switching federations, account linking was not enabled for the federation
