Payments are not being allocated to the oldest bill first when the bill categories span multiple categories

When paying multiple categories of bill, the oldest bill in the series is not paid first.

The bills span multiple AR categories and the oldest first setting is superseded by AR category.

Development is researching the issue. As a workaround, the bills categories can be paid individually with the payment allocating within the category, following the oldest first setting.
