The TCM tile in Cashiering specifically only redirects you to download the full TCM client on your desktop. Most sites tend to have this tile left blank when deployed because it would allow other users to download the full TCM client onto their workstation, and potentially lock users (including Support) out. Sites choose to access TCM through other methods to prevent this such as through Munis. Downtime to redeploy (if site chooses) is roughly 10 minutes.
