Unable to view Register link for new CSS user registration

After enabling Allow new user registration. the Register link is not showing at the main CSS homepage

The GUEST user does not have correct Citizen permissions.

In order to complete the following process, the user must have Administrative access to CSS.

Navigate to CSS and login as 'Admin' user > Home > Administration > User Administration 

1. Search letter G for 'GUEST' user.
2. Click Edit.
3. Click Is Citizen checkbox at the bottom.
4. Click Citizen link at the top.
5. Click All applicable CSS modules for the GUEST user.
6. Click Update.
7. Logout of CSS.

Return to the CSS Home Page, Register link is now visible.
