Amending Disability and Unemployment Report submissions and new data doesn't match original data

Comparing amended non-ICESA Disability and Unemployment reports to the original reports and there are employees included and missing that are unexpected

• Payroll
• State Reporting 
• Disability and Unemployment Report 

Unemployment Tax option in Employee Master was not set correctly

Update the Unemployment Tax option on the Demographics tab in the Employee Master.  Option should be checked for all employees that should be included and unchecked for all employees that shouldn't be included.
