Description of Issue
- We have Inquiry Only access for all applicant programs in Munis, but our user can still update Pending Applicants, why?

Cause
- No specific Category Access permissions exist for the program Pending Applicants instead, Munis looks to the Applicant Master Main Category Access
Resolution
- In order to assign Inquiry Only status to the Pending Applicant program, you will want to ensure that the user has Inquiry Only access to the Applicant Master Main category
