FL Unemployment - Error Uploading - Server Error in Application

Uploading FL Unemployment report to reporting agency and getting the following error:  

Server Error in '/'Application

• Payroll
• Florida
• FL Unemployment Report

FL Unemployment Report program creates an XML file for upload, but text file upload steps were being used on the DOR website.
